Standard Operating Procedures

1 Preamble    

The Peacemaker National Training Center was founded in 2010. The company’s mission is to provide a safe, properly managed, national level shooting sports complex and training center to paying members and the public.  

2 Complex Wide Rules

General rules will apply at all times on Peacemaker National Training Center grounds. Failure to abide by these rules will result in reprimand, removal or a lifetime ban from the peacemaker national training center.  

All members must agree and sign these terms upon membership. Members will be held responsible under the terms herein for their guests. Additionally, Peacemaker reserves the right to amend this document as needed and requires members to abide by the rules in the most up to date document in effect.

   Gun Safety Rules

                        1. Treat every gun as if it were loaded.

                       2. Always point your gun in a safe direction.

                      3. Never point your gun at anything you do not intend to shoot.

                     4. Keep your finger off the trigger until you are ready to shoot.

                    5. Be sure of your target, what is beyond and in between.

                   6. On any range, muzzle of firearm will not sweep beyond 180 degrees away from target. ie: outside the opening of a bay, or any direction pointing up-range.

   Administrative Rules

1) All members, guests, and public shooters will check in at the Peacemaker Headquarters Building. Guests and public shooters will leave a government ID at headquarters before using the range and will retrieve their ID at check out before departure.

2) ABSOLUTELY NO ALCOHOL OR ILLEGAL DRUGS are permitted on Peacemaker National Training Center property. Intoxication is strictly forbidden for all shooters and their guests.

3) No shooter or their guest may use or be in possession of a firearm if they have been legally prohibited from using or possessing a firearm.

4) PNTC does not permit convicted felons on the property for any reason. Any person found to be a felon attempting to access PNTC property will be removed from the property and law enforcement will be notified immediately.

5) All guests and public shooters will sign a Peacemaker National Training Center liability waiver before accessing the complex. Each person will need to sign a waiver one time every six months or in the event that the waiver or personal information required on the waiver changes.

6) Member ID badges shall be in possession of member at all times and non-members will wear appropriate wrist bands at all times while on the premises. Members will be charged a replacement fee for a lost badge.

7) Shooters MUST check in with the RSO on each range prior to unloading gear and cased firearms.

8) Official service dogs may be permitted on the property if they are properly leashed. Members and guests must announce their pets at the front desk. PNTC reserves the right to ask owners to remove pets from the facilities.

9) No person other than PNTC staff or authorized volunteers shall be on the property during “non-business” hours. Hours are posted at PNTC Headquarters and on the company website.

10) Smoking on PNTC property is prohibited, except in designated areas.

11) Minors under 10 years of age are prohibited on the complex. Exceptions may be considered by the Chief RSO. The minors legal guardian must sign the Peacemaker National Training Center minor release form prior to their child accessing the shooting complex.

12) All minors must be accompanied by a guardian or responsible adult AT ALL TIMES. Accompanied adult of the minor must be actively engaged with the minor while he/she is shooting. Accompanied adult shall not be shooting at the same time as the minor.

13)Minors and accompanied adult will be immediately removed from the range complex in the event that minor is left alone and/or if minor exhibits unsafe or disruptive behavior.

14) All persons must not exceed a speed limit of 10MPH on complex roads.

15) PNTC reserves the right to remove and permanently ban any member, non-member or guest without refund for violent, inappropriate, rude, unusual, disorderly, insubordinate, and/or intoxicated behavior.

16) Non-Peacemaker instructors are prohibited from conducting any training on PNTC complex without prior PNTC management staff approval.

17) The Peacemaker National Training Center Standard of Procedures can and will change from time to time and is available in the Peacemaker National training Headquarters and online at www.PeacemakerNationalTrainingCenter.com. All Members, guests, and public shooters should frequently review this SOP for updated policies and procedures. Members are obligated to sign in agreement with the SOP here withstanding.

   General Range Rules

1. Safety is everyone’s responsibility. All shooters have an obligation abide by the safety rules and report any unsafe activity to the RSO on duty immediately.
2. All Persons must always wear hearing and eye protection when on or near a firing line.
3. All shooters must wear a brimmed hat when near people firing a semi-automatic firearms or as directed by the RSO.
4. Prohibited holsters are as follows: Shoulder holsters, ankle holsters, off body, small of back holsters and/or any variation of these holsters.
5. Use of cell phones while on the firing line is prohibited except at RSO discretion. Cell phones are distracting to shooters, please leave them in your car or silenced. RSO’s will have cell phones for safety purposes.
6. No persons shall leave the complex roadways except in designated parking or range areas. “Exploring” at PNTC is highly prohibited.
7. Peacemaker National Training Center is NOT a hot range. No person other than PNTC staff, volunteers, or uniformed law enforcement personnel shall be permitted to carry a loaded firearm outside of the PNTC headquarters building or parking area. ALL persons will load at the firing line after they have received direction from the RSO on duty as to which bay/lane they may shoot and set up in. Shooters shall not carry any gun uncased from car to firing line or firing line to car. This includes an outside the waistband holstered pistol, a concealed carry pistol, or rifle without express permission from the CRSO.
8. Firearms, if brought into the Headquarters building, other than legally concealed or legally open carry, firearms MUST BE UNLOADED AND CASED.
9. PNTC requires the use of chamber flags on all ranges and during all matches. The only exception to this rule is for handguns and use of shotgun at Homeplace range.
10. Fully automatic firearms are NOT permitted at Peacemaker National Training Center. Private events and/or exceptions may be permitted by PNTC management. Shooters utilizing all other NFA items must have appropriate NFA paperwork in their possession.
11. PNTC does not permit the use of rifle calibers over .30, or muzzle velocity above 3200fps, to be fired on steel targets without special permission by the CRSO. Rifle calibers above .30 shall be approved for use by the CRSO on paper targets at Independence. .50 Caliber is prohibited for use at PNTC.
12. .338 caliber magnums may be used at the PNTC shooting complex, with lead core projectiles only. As noted above, shooting on steel with CRSO approval only.
13. Tracer and incendiary (API) rounds are prohibited. Any projectile that sticks to a magnet may NOT be shot at steel targets.
14. All persons shall always obey the commands of the peacemaker RSO’s and CRSO.
15. No person shall crossfire at targets not in their specific lane.
16. No person shall ever fire at wildlife.
17. No person shall ever intentionally fire over a backstop or berm.
18. Shooters may only bring paper targets to PNTC. All other target systems utilized will be those which are provided by PNTC.
19. No shooter will move, set, or adjust the setting of steel targets at PNTC.
20. No shooter will place targets without the supervision and/or instruction of the RSO or PNTC staff.
21. No shooter will attempt to place targets outside of PNTC designated range areas.
22. The RSO may conduct a brief inspection of the shooters equipment and ammo prior to allowing access. A range safety briefing may occur at this time.
23. Food, beverages, and/or smoking is prohibited while on the firing line.
24. All shooters are subject to an inspection of their ammunition before firing at PNTC steel. If any part of the projectile sticks to the magnet, that ammunition will be prohibited from use on the steel targets.
25. The PNTC CRSO may, at any time, make any necessary rule adjustments that are in the best interest of PNTC and/or overall safety.
26. After checking in at Headquarters shooters are to check in with the RSO prior to removing any items from their vehicle. This allows the RSO to perform a safety briefing and direct the shooter to the appropriate location.

3 Range Site Specific Rules

 Independence Range Rules

The Independence Range is a public and private range for pistol, rifle, and shotgun.

1. Wearing or drawing from holster is NOT permitted on the Independence range.
2. No rifle ammo of any kind shall be used in the Independence pistol range area.
3. No shotgun is permitted to be used in the Independence pistol range area. Shotgun using slugs may be used on the 50yd or 100 yd Independence rifle range.
4. Handguns capable of firing shot shells will only fire slugs at paper targets.
5. Handguns are to be used only in the handgun area. Scoped hunting handguns may be used for sighting on the rifle range out to 100 yards.
6. All shooters must remain behind the Independence range firing line and obey RSO instructions always.
7. When not shooting and/or not in immediate control of firearm, shooters will open actions and insert chamber flags.
8. When the range is designated as “cold”, all shooters will open actions, remove magazines, insert chamber flags, stand back from the firing line, and refrain from handling firearms.
9. No shooter will place paper targets beyond 100 yds without CRSO permission.
10. Shotguns will only shoot slugs on paper or steel targets. Exceptions may be requested with the CRSO.
11. No shooting prone at the 200yd and 300yd steel targets due to the risk of the projectile skipping over berms. Special accommodations may be requested to the CRSO.

 Homeplace Range Rules:

The Homeplace range is the trap, skeet, sporting clays, and 5-Stand range area at PNTC.

1. No more than two shells may be loaded into any shotgun at any time.
2. No shooter shall load until it is their turn and on the firing line.
3. All shooters will keep their action open always when not on the firing line.
4. No rifle or handgun may be used at the Homeplace range.
5. No shot larger than #7½ lead or #6 steel is allowed.
6. Only clay targets may be used on the shotgun fields. Under special circumstances, steel “patterning” targets may be available.
7. All rounds or partial practice rounds must be reported and paid for at Headquarters.
8. Only RSO’s or PNTC staff are to adjust, load, and/or repair range equipment.
9. Only legal modern 12, 16-, 20-,28-, and .410 gauge shotguns may be fired. Minimum barrel length 24”, 20” youth.  Tactical shot guns are prohibited on Homeplace range.
10. Shooters may not advance to the next station until all shooters in the group have completed the current shooting station.
11. Shooters in waiting and spectator must be in the safety zone behind the current station. Shooters and spectators may not be on the walkways between shooting stations during any shooting activity. Spectators may also observe from the shelter or well behind each shotgun range.
12. The use of any shotgun field shall be limited to 30 minutes or one regulation round of skeet/trap/5-stand if groups are waiting to use the range.
13. Shooters are responsible to clean up the range surface by shooters and disposed of in the appropriate areas.

Liberty Range Rules

The liberty range area is a series of pistol, shotgun, and rifle ranges primarily for member use, member’s guests, matches, and private organizations.

1. Only members or guests having passed a “Peacemaker handgun draw qualification” may draw from an approved holster. RSO’s may stop a shooter from drawing even after the shooter has obtained this qualification.
2. All persons shooting pistol will use standard handgun calibers. All persons using rifles will be limited to calibers .223 and .308. Any and all other calibers will require CRSO approval.
3. Shooters will not shoot steel with rifles while on the Liberty range.
4. Any shooter damaging steel from firing unapproved handgun, shotgun, or rifle shall be immediately responsible to replace the full retail value(including shipping) of the steel.
5. Shooters will not shoot steel with a pistol closer than 10 yds.
6. Some changes to steel shooting distance minimums for training or competitions may be changed on occasion and with permission of the CRSO.
7. Shotguns may be used on the Liberty range with special exceptions. Shotgun may NOT be used on steel, only on paper targets or on clay targets placed on the berm and in accordance with RSO instruction. Slugs on paper targets only. No buckshot. ALL HULLS MUST BE PICKED UP BEFORE LEAVING.
8. Shooters shooting on Bianchi Target Systems MUST shoot only approved Peacemaker purchased Bianchi Targets.
9. All firing must be conducted from inside each Liberty range bay. Firing from beyond the side berms are strictly prohibited.
10. All non-shooters/spectators must remain behind the Liberty range bay firing lines and in accordance with the RSO instructions.
11. Shooters slinging rifles must have magazine out, action locked back, and chamber flag inserted in action before turning up range.
12. Only one active shooter in a bay at a time unless a static firing line is in place- all others in a bay will remain behind the designated firing line and WILL NOT HANDLE FIREARMS WHILE A SHOOTER IS DOWN RANGE. Any pistol or rifle not in use will be laying on the safe table cleared and with a chamber flag inserted.
13. Bays or areas, at times, may be designated for specific firearm use only based upon the target systems deployed in that bay or area.

 Starlight  Range

The Starlight Range is a Unknown Distance-type natural terrain facility offering steel targets between 100 yards and 475 yards. Qualification procedures for shooters and their weapon systems are listed below. All facility-wide safety and equipment rules apply on the Starlight Range but, due to the unique nature of the facility, there are additional rules in place.

1. Minimum precision standard for weapons fired on Starlight is a five shot, 1.5 MOA center to center, group size. Actual chronograph data for the qualifying string is required. All qualifying groups will be fired on Independence Range on a clean target AFTER notifying the Independence RSO of intent to qualify. Independence RSO will sign and date the shooter’s target. Target and chronograph data will be brought to PNTC HQ for completion of certification.
   1. CRSO with precision rifle instruction experience must review shooter’s application.
   1. Shooter will receive a copy of the application, if approved, and MUST have this copy available for RSO inspection when firing on the Frontier Range.
2. Minimum optic standards for weapons fired on Starlight are as follows:
   1. Optical magnification not less than 3.5x.
   1. Exposed target turrets capable of dialing repeatable elevation correction are strongly suggested but first focal plane MIL or MOA based reticles on capped turret optics will be accepted. Ballistic reticles are acceptable if appropriate load is qualified (CRSO is sole authority to decide if reticle and ammunition are sufficiently matched).
   1. CRSO is the final arbiter of optic suitability.
   1. Magnified red dots are specifically prohibited.
3. Shooters must qualify EACH weapon/ammunition combination they wish to fire on Starlight. Deviation from qualified system components will result in the shooter being sent to Independence to requalify with the new component. Examples include, but are not limited to, changes in optic or ammunition.
4. 100yd zero is strongly encouraged. Shooters utilizing approved ballistic reticle optics may need to deviate based on manufacturer instructions. See 2.b.
5. Shooters MUST check in with RSO prior to removing equipment from vehicles. Failure to comply will result in the shooter being asked to leave the Starlight Range immediately.
6. All weapons will be cased and uncased on the firing line, muzzle downrange.
7. RSO may inspect shooter equipment, ammunition, and approved application at any time.
8. RSO may direct shooter to fire only at specific targets. RSO may direct shooter to fire a “proof shot” at a specific target prior to engaging other targets. If a shooter is directed to fire a “proof shot” on a specific target and he or she fails to impact after three attempts, he or she must return to Independence Range and rezero prior to any further firing on Starlight Range.
9. Shooters will fire from BENCH or PRONE positions. All other firing positions require the approval of the Starlight RSO, who may opt to seek the approval of the CRSO if in doubt.
10. No shooter shall leave a weapon unattended unless said weapon is unloaded with a chamber flag in the action.
11. RSO or CRSO may close the Starlight Range at any time due to weather conditions or other hazards.
12. RSO or CRSO may enforce stricter rules than those outlined above if deemed necessary. Shooters will be notified of any temporary changes to this SOP at check in with RSO. RSO decisions may be appealed to the CRSO if available. CRSO decisions are final and not open to appeal.

Frontier Range

The Frontier Range is an Unknown Distance type natural terrain facility with a multi-directional firing line. Qualification procedures for shooters and their weapon systems are listed below. All facility-wide safety and equipment rules apply on the Frontier Range but, due to the unique nature of the facility, there are additional rules in place.

1. Minimum precision standard for weapons fired on Frontier is a five shot, 1 MOA center to center, group size. Actual chronograph data for the qualifying string is required. All qualifying groups will be fired on Independence Range on a clean target AFTER notifying the Independence RSO of intent to qualify. Independence RSO will sign and date the shooter’s target. Target and chronograph data will be brought to PNTC HQ for completion of certification.
   1. CRSO with precision rifle instruction experience must review shooter’s application.
   1. CRSO may impose limitations on distance on shooter’s application, to be noted on completed application at time of return.
   1. Shooter will receive a copy of the application, if approved, and MUST have this copy available for RSO inspection when firing on the Frontier Range.
2. Minimum optic standards for weapons fired on Frontier are as follows:
   1. Optical magnification not less than 8x.
   1. Exposed target turrets capable of dialing repeatable elevation correction. (CRSO may, at times, approve the use of Horus-type reticles for holdovers but such approval will be case by case and is NOT within the purview of RSOs). Ballistic reticles are specifically NOT acceptable.
   1. CRSO is the final arbiter of optic suitability.
3. Shooters must qualify EACH weapon/ammunition combination they wish to fire on Frontier. Deviation from qualified system components will result in the shooter being sent to Independence to requalify with the new component. Examples include, but are not limited to, changes in optic or ammunition.
4. All weapons will be zeroed for 100yds. Deviations from this zero require CRSO approval.
5. All shooters will DIAL elevation corrections. Holdovers on Horus-type reticles require approval of the CRSO (see 2.b).
6. Shooters MUST check in with RSO prior to removing equipment from vehicles. Failure to comply will result in the shooter being asked to leave the Frontier Range immediately.
7. All weapons will be cased and uncased on the firing line, muzzle downrange.
8. Frontier firing line is multi-directional and marked by red-painted lumber. ALL muzzles MUST be at or forward of the firing line when fired.
   1. Shooters will not cross fire.
   1. Pavilion corner post adjacent firing line junction demarcates Areas 1 and 2 from Areas 4 and 5.
   1. Frontier RSO may impose stricter limits, at his or her discretion.
9. RSO may inspect shooter equipment, ammunition, and approved application at any time.
10. RSO may direct shooter to fire only at specific targets. RSO may direct shooter to fire a “proof shot” at a specific target prior to engaging other targets. If a shooter is directed to fire a “proof shot” on a specific target and he or she fails to impact after three attempts, he or she must return to Independence Range and rezero prior to any further firing on Frontier Range.
11. Shooters will fire from BENCH or PRONE positions. All other firing positions require the approval of the Frontier RSO, who may opt to seek the approval of the CRSO if in doubt.
12. No shooter shall leave a weapon unattended unless said weapon is unloaded with a chamber flag in the action.
13. Shooters may place weapons in racks under pavilion to cool or for temporary storage. Weapons MUST be muzzle up, source of feed removed, chamber flag installed.
14. RSO or CRSO may close the Frontier Range at any time due to weather conditions or other hazards.
15. RSO or CRSO may enforce stricter rules than those outlined above if deemed necessary. Shooters will be notified of any temporary changes to this SOP at check in with RSO. RSO decisions may be appealed to the CRSO if available. CRSO decisions are final and not open to appeal.

Patriot Range

The Patriot range is a highly specialized 1000 yard rifle range. This range is used for special events and training.

1. All shooters will prove their rifle system shoots a one-minute or better five shot group at 100 yards. Shooters will report to the Independence range to conduct a “proof group”. This shot group will be signed by the Independence RSO and brought to the Headquarters office for completion of the Patriot certification process.
2. All shooters will have their approval certificate ready to present to the Patriot RSO upon arrival at Patriot range.
3. All shooters will have their rifle zeroed at 100 yards at 700 ft above sea level.
4. All shooters, with their elevation on “zero”, will fire a “sighter” shot at a 100 yard target verifying that the shooter’s rifle system is functioning properly.
5. All shooters will shoot from the prone or bench position. No other positions for shooting are permitted on the Patriot range unless approved by the CRSO.
6. No shooter will make a significant elevation adjustment unless checked and approved by the Patriot RSO.
7. No shooter will “Hold over” or “Hold off” for elevation. All Shooters will dial elevation without CRSO exception.
8. The RSO will check and approve the shooters elevation table and specific elevation prior to loading.
9. Failure to have the 100yd sighter shot impact the correct target after 3 attempts will prevent the shooter from using the Patriot range for that day.
10. The Patriot range will close when winds continually exceed 25MPH and/or when weather conditions become too difficult for most shooters certified on this range.

Spectators will be permitted on the Patriot range but must remain behind the firing line and outside of the shooting pavilion. Spectators will be asked to leave if demonstration of loud and disruptive behavior is observed.
